The D.C. court biography states: “Judge Bates served as Chair of the Advisory Committee on Civil Rules of the Judicial Conference from 2015 to 2020, and as Chair of the Committee on Rules of Practice and Procedure (the Standing Committee) since 2020.”

The Administrative Office’s December 2, 2025, Devitt Award notice repeats the same two chairmanships and dates the Standing Committee service as 2020 to 2025. Those are judiciary committee titles. They are not FISC orders and not findings in a Trump case.

The Standing Committee sits in the Rules Enabling Act process. It is not a secret court. Do not upgrade a rules chairmanship into a FISA or special-counsel assignment.
