The D.C. court biography states that in 2006 Chief Justice John G. Roberts appointed Bates as a judge of the United States Foreign Intelligence Surveillance Court, and that Bates served as Presiding Judge from 2009 until 2013, when he completed his term on that court.

The FISC’s compiled list of current and past judges records Bates, John D., District of Columbia, FISC start February 22, 2006, end February 21, 2013, with a presiding-judge mark from May 19, 2009. The Federal Judicial Center prints the same window: FISC 2006–2013; presiding judge 2009–2013.

The Department of Justice Office of the Inspector General’s Crossfire Hurricane review examined four FISA applications targeting Carter W. Page, filed October 21, 2016, and January 12, April 7, and June 29, 2017. Those dates are after Bates left FISC. The OIG report is a primary about the FBI’s applications. It is not a personnel file that names Bates as the judge who signed those four orders. Do not write that he did.
